Blocking a lost or stolen bank card in Belgium
If your Belgian bank or credit card is lost or stolen, block it immediately through Card Stop, the national card-blocking service, or through your banking application. The moment you report is what matters: from then on liability for fraudulent use shifts away from you, except in cases of gross negligence or fraud. A police statement follows.
Steps
Block the card without waiting
Use your banking application if you can reach it, or call Card Stop, the national blocking service available at any hour. Do not spend twenty minutes searching the flat first: a card that turns up later can be reissued, a drained account is harder to recover.
Write down the exact time and the reference
Note the time of the call or the notification and the reference given. This timestamp is the dividing line between transactions you may be liable for and transactions the issuer bears, so it is the single most valuable piece of information in the file.
File a statement with the police
Report the theft or loss at a police station and keep the acknowledgement. Your bank may require it, your insurer will ask for it if belongings were stolen with the card, and it establishes the circumstances independently of your own account.
Check the account and dispute any transaction
Go through recent movements and contest anything you did not authorise, in writing and quoting the blocking reference. Do this immediately: contesting a transaction becomes markedly harder once weeks have passed.
Re-establish your payment means
A blocked card cannot be reactivated, even if you find it. The bank issues a new card with a new number, delivered by post, and the code arrives separately. Ask what interim arrangement is available if you have no other card.
Why the timestamp decides everything
Belgian and European payment rules split the timeline in two. Before you report, you can be held liable for unauthorised transactions up to a ceiling fixed by law. After you report, the issuer bears the loss, unless it can show fraud or gross negligence on your part.
Gross negligence has a concrete meaning here: writing the PIN on the card, keeping it with the card, or handing the card to someone else. Ordinary carelessness, such as leaving a bag on a chair, is not the same thing.
This is why the report comes before everything else, including the police station and the phone calls to family. Every minute between the theft and the block is a minute in which the loss can land on you.
Keep the evidence of when you reported. A screenshot of the application notification, or the time and reference of the call, is what you will produce if the issuer later disputes the sequence.
The cards and wallets people forget
Blocking a debit card does not block a credit card from the same bank, and vice versa. They are separate instruments with separate numbers and each has to be reported individually.
Cards loaded into a phone wallet are tokenised copies of the same card. Blocking the card normally kills the token, but if the phone itself was stolen you also need to lock the device remotely and remove the cards from the wallet.
A stolen wallet usually contains more than cards. Your electronic identity card, your residence permit and your itsme enrolment are all attached to the same identity, and identity documents are reported separately through the federal service for lost documents.
Merchants holding your card on file for subscriptions will start failing once the number changes. Note them as you rebuild, because a rejected subscription payment can silently cancel a service you depend on.
Getting back to normal
Ask the bank how long the replacement card takes and whether counter withdrawals or an emergency card are possible in the meantime. Branch banks are usually more helpful here than remote institutions, which is worth remembering before you need it.
Update recurring payments once the new card is active. This is manual work: card-based subscriptions are not direct debits, so no automatic mechanism will migrate them for you.
If money was taken and the bank refuses to refund it, ask for the refusal and its reasoning in writing. Belgium has a financial sector ombudsman that examines consumer disputes with banks free of charge once you have exhausted the bank's own complaints procedure.
Finally, review your habits rather than only the card. Contactless limits, payment notifications and a low daily withdrawal ceiling all reduce what a lost card can cost before you notice it is gone.
Frequently asked questions
What number do I call to block a card in Belgium?
Card Stop is the national blocking service for Belgian payment cards and operates around the clock. The number is printed on your bank's website and in your banking application, which can usually block the card directly without a call.
Am I liable for what was spent before I reported?
You can be, up to a ceiling set by law, unless the issuer can demonstrate fraud or gross negligence on your part. After the report the issuer bears the loss, which is why the exact time of your call matters so much.
Do I really need a police report?
For a theft, yes. Your bank may require it, your home or travel insurer will ask for it if other belongings were taken, and it records the circumstances independently. Keep the acknowledgement with your blocking reference.
What happens to the cards in my phone wallet?
Blocking the underlying card normally deactivates the tokenised copy in the wallet. If the phone itself was stolen, lock the device remotely as well and remove the cards from the wallet through your account on another device.
