Home insurance for owners in Belgium
An owner in Belgium insures the cost of rebuilding the property, not the price paid for it. The insured sum is set through the insurer's evaluation grid and then indexed automatically. A mortgage lender will require the cover for the whole term of the credit, but it cannot oblige you to buy the policy from it.
Two things matter more than the premium. First, the insured sum must be a rebuilding cost, established through the evaluation grid, because market value and rebuilding cost are unrelated figures. Second, you choose the insurer: a lender may require cover as a condition of the loan, exactly as with the solde restant dû, and may not impose its own product.

You insure the cost of rebuilding, not the price you paid
A property bought at a high price in a sought-after commune may be inexpensive to rebuild, and a large house in a cheap area expensive. Location drives market value; materials, surface and finishings drive rebuilding cost. The policy is concerned with the second.
The evaluation grid is how that figure is set: a questionnaire on surface, number of rooms, type of construction and finishings. Completed accurately it commits the insurer and removes the proportional rule, which is the reason to fill it in carefully rather than quickly.
Belgian policies then index the insured sum automatically, generally against the ABEX index, the construction cost index published twice a year. Your premium follows the index, which is why it rises without anything changing at home.
The contents figure is your own declaration and is the most frequently under-estimated line in Belgian home insurance. Going room by room with replacement prices produces a number most owners find uncomfortable and accurate.
The lender's requirement and the events that change your policy
A mortgage lender requires fire insurance for the duration of the credit and will ask for the certificate before releasing funds. That requirement is legitimate. What is not is being told which insurer to use: as with the solde restant dû cover, the choice of insurer belongs to you.
Building work must be declared. An extension, a veranda, a converted attic, solar panels, a heat pump or a home charging point all change the value or the risk. An undeclared alteration can reduce the indemnity, and the reduction is applied to the whole claim, not only to the new part.
Solar panels and heat pumps deserve a specific question: some Belgian contracts cover such installations within the building sum, others treat them as an option with a sub-limit. Get the answer in writing before the installer leaves.
If you rent the property out, the configuration changes again: you insure the building and the landlord's liability, the tenant insures their contents and their tenant's liability, and the lease should say which of you carries what.

Is home insurance compulsory for an owner in Belgium?

What is the ABEX index?
It is the Belgian construction cost index, published twice a year, used to index the insured sums and premiums of fire insurance contracts. It is why your premium can rise with no change to the property or claims record: the sum insured is being kept in line with what rebuilding actually costs.
Must I insure with the bank that gave me the mortgage?
No. The lender can require that the property be insured, and can require proof, but it cannot impose its own policy any more than it can impose its own solde restant dû cover. Compare separately and give the lender the certificate from whichever insurer you choose.
Do I have to declare solar panels?
